problems that face refugees and displaced persons temporarily

During a meeting with representatives of municipal and
cantonal authorities, Ogata said that "the UN Office for Refugees
is very concerned because of the disregard of visitation rights and
of the return of refugees to their homes".
"According to the information I have received, only 12 visits
to the Serb entity have been realized out of the 27 announced, and
there were incidents in five cases.
This regarding and with the mediation of my office, the
Bosnian Federation and the Serb entity on Friday signed a Document
on the principles of the freedom of movement, which consists of ten
items, and it will soon be forwarded to all municipalities in
Bosnia-Herzegovina," Ogata said.
The prefect of the Tuzla Canton, Izet Hadzic, said that he had
been informed of a group in the Serb entity who had a task of
preventing people from crossing from the Federation over to the
Serb entity.
"The group consists of people from all parts of the Serb
entity and they move quickly to the places where the crossings are
being organized," Hadzic said.
"There are too many people who had been exiled out of their
own homes," Ogata said at a meeting with cantonal authorities. She
suggested that the visits be organized in smaller groups in order
to avoid incidents.
