The forthcoming elections would be very complicated 'since
they were the result of the Dayton agreements, which are based on
many compromises', Frowick said.
Despite many difficulties which are expected, OSCE would try
to create as democratic an atmosphere as possible, and it would
advocate the return of refugees, freedom of movement and media. It
would also 'fight to remove ultranationalism from the political
scene', Frowick said, adding he meant here primarily Pale
authorities.
OSCE, together with the U.N. High Commission for Refugees
(UNHCR), would organise expert teams next week. Those teams would
visit all countries which had accepted Bosnian refugees and inform
them about their rights.
Until the elections, which are to beheld in September this
year, OSCE would form a commission which would supervise the
elections and count votes. The commission would include
representatives of OSCE, IFOR, international police forces and
other non-government organisations in Bosnia-Herzegovina. It would
have 120 members who would monitor the elections, Frowick said.
