STRASBOURG, April 25 (Hina) - The former European Union
Administrator of Mostar, Hans Koschnick, on Thursday said that
Mostar had not been accidentally chosen as the EU headquarters in
Bosnia-Herzegovina, but because it was "the apple of dissention
between Croats and Moslems". #L#
Speaking about the implementation of the Dayton Agreement,
Koschnik said that "the law of the stronger rules in Mostar and it
makes the weaker give up their rights", and added that "Croats are
doing this in Mostar and Moslems in central Bosnia".
"The mentality of barricades still exists on both sides",
Koschnick stressed, adding that a successful implementation of the
Dayton agreements would strengthen the Federation of Bosnia-
Herzegovina.
Even though a political solution for Mostar had been reached
at the Rome meeting, "Croat leaders in Mostar did not want to see
the city unified again", Koschnik said, adding that this referred
to individuals, not the whole people.
"These are individuals relying on armed gangs who want to join
Croatia and not stay in the Federation of Bosnia-Herzegovina",
Koschnick said.
A democratic process should be started, Koschnik said,
stressing the importance of the respect for human rights and the
return of refugees. He called on European countries to provide
financial aid for the realisation of those tasks.
