TUZLA, Apr 12 (Hina) - The Joint Civilian Commission for north-
eastern Bosnia met in Tuzla on Friday under the chairmanship of
Deputy High Representative for Civilian Affairs, Michael Steiner.
The meeting was attended by representatives of various UN agencies
and 60 municipality and canton representatives. Serb
representatives were conspicuously absent.
"I have grounds for suspicion that the regional Serb
representatives acted under Karadzic's orders," Steiner told a news
conference after the talks.
"This constitutes a failure to comply with the Dayton
commitments. Personally, I think Karadzic has no future," he said.
"There has been some progress regarding the freedom of
movement, in the first place due to the removal of illicit
checkpints," Steiner said.
"In some areas, people are already travelling across entity
boundaries, particularly on the Tuzla-Orasje road, but there are
other areas where freedom of movement is practically inexistent,"
he specified.
One of the reasons for this situation, according to Steiner,
was the proliferation of unlawful arrests on all sides.
"Hence, our next step will be to try and put an end to these
arrests and defining in what circumstances an arrest may be made,"
he said.
