Stating that results as regards the military part of the
agreement were satisfactory, Granic stressed that there were
problems in resolving civilian issues, especially concerning the
economic reconstruction and the return of refugees.
"Two hundred thousand Croats are waiting to return to their
homes," Granic said.
He added that the main problems of the peace process were a
delay in carrying out the Bosnian Constitution and territorial
organization, that is, establishing cantons in the Bosnian
Federation.
Granic warned the participants in the meeting that there was a
large problem as regards the implementation of the Dayton peace
accords and the insufficient number of international troops.
He especially pointed out the importance and complexity of
organizing the oncoming elections in Bosnia, considering the large
number of refugees and displaced persons.
In his speech at the meeting, Granic also stressed the
importance of starting the demilitarization of eastern Slavonia,
praising General Jaques Klein's efforts in the area.
He also spoke about the normalization of relations between
Zagreb and Belgrade, stressing that the strengthening of their
relations would depend on mutual recognition.
The meeting of the Contact Group is to be concluded on
Saturday evening by supporting a joint agreement which will give a
political estimate of what has been done as regards the Dayton
peace agreement in the last 90 days and what should be done and
within what time limit to speed up the peace process in Bosnia-
Herzegovina.
