H $ ERZEGOVINA ZAGREB, March 20 (Hina) - President Tudjman's Chief-Of-Staff Ivo Sanader on Wednesday received the State Department special representative for the Federation of Bosnia-Herzegovina, Daniel Serwer, who was accompanied by the U.S. Ambassador to Croatia, Peter Galbraith, a statement from the President's Office said. #L# Sanader reiterated Croatia's stance that there can be no alternative to the Federation. Croatia was determined to implement the Washington and Dayton agreements. It was therefore necessary to step up the establishment of units of local authority - municipalities and counties in the Federation, Sanader said. It was agreed that this task should be completed by 28 May, when the anniversary of the Washington agreements would be marked in Bonn.
