MEMORANDA SIGNED BETWEEN CROATIA, YUGOSLAVIA ARE PROVISIONAL

ZAGREB, March 12 (Hina) - Croatia and Yugoslavia on Monday signed three minutes with seven memoranda on resolving certain issues as regards bilateral relations. The ceremony took place in Zagreb after one-day talks between delegations which were headed by Croatian Foreign Minister Mate Granic and his Yugoslav counterpart Milan Milutinovic.
ZAGREB, March 12 (Hina) - Croatia and Yugoslavia on Monday signed three minutes with seven memoranda on resolving certain issues as regards bilateral relations. The ceremony took place in Zagreb after one-day talks between delegations which were headed by Croatian Foreign Minister Mate Granic and his Yugoslav counterpart Milan Milutinovic. #L# Some minutes and memoranda concerning relations between the two countries have already been signed, but not confirmed with proper agreements, since neither mutual recognition, nor full diplomatic relations have been established yet. Granic and Milutinovic signed minutes on opening consular offices in Zagreb and Belgrade. The Croatian office in Belgrade and the Yugoslav office in Zagreb are to begin their work 30 days from the signing of minutes. The Croatian Transport, Communications and Maritime Affairs Minister, Zeljko Luzavec, and the Yugoslav Transport Minister, Zoran Vujovic, signed minutes on opening the Zagreb-Belgrade highway, as well as rail and air transport, air corridor and telecommunications. These minutes are also to take effect 30 days from signing. The memorandum on rail traffic on the Vinkovci-Sid railway which is on the border between the two countries, envisages that an agreement on safe passage through UNTAES-controlled areas would be reached with the UN Transitional Administration for Civilian and Military Issues. Another memorandum envisaged the opening of the Zagreb- Belgrade highway, while "for commercial transport a special protocol will be drawn up". Safety on the highway passing through area under UNTAES control will also be agreed with the UN Transitional Administration for Civilian and Military Issues. The last two memoranda should take effect 30 days after Yugoslavia confirms them within 8 days following the signing. Granic and Milutinovic also signed a minute on opening the Adriatic pipeline. The minute envisages that a section of the pipeline towards Yugoslavia would be opened 28 March 1996, in line with previous arrangements made between the Croatian Oil Company (INA) and the Yugoslav oil company, Jugopetrol. All minutes signed on Monday "should be considered provisional, pending full normalization of relations" between Croatia and Yugoslavia. (hina) lm mm 122106 MET mar 96
