The Government sent into parliamentary procedure the Bill on
associations (which does not include workers' unions), employers
unions, political parties, religious associations, commercial
associations, institutions, chambers and foundations.
Along with the regulations on the establishment, organisation
and registration of those associations, the Bill provided for two
possible ways of transformation of property which was once owned or
used by public organisations, Administration Minister Davorin
Mlakar said.
One way would be for the Parliament to decide which real
estate is of interest to the state. Such real estate would become
state property, while the rest would become the property of former
public organisations. The second possibility would be for the state
to immediately become the owner of all real estate and decide
within a legally determined period of time which real estate would
be transferred to public organisations.
The Government also tackled the problem of property of the
former Communist Union and the former Socialist Union of Workers.
It was decided that the issue would be regulated by a special law.
