ADMINISTRATOR SEES DEMILITARIZATION IN E SLAVONIA SOON - INTERVIEW

INTERVIEW $ ZAGREB, Jan 20 (Hina) - Transitional administrator for eastern Slavonia, Baranja and western Srijem area said he believed the multinational forces within the UNTAES mission would be ready to take up with the demilitarization task by March or April. "First we needed a U.N. resolution which was adopted on Monday, Then a structure of forces should be assembled," retired U.S. general and appointed transitional administrator Jacques Klein said in an interview for Croatian television news magazine Friday night. "Belgian government had committed to take the leadership and they would give the commander of the force. But we still need the rest of the structure. Once that is accomplished, the Belgian commander will tell me that he runs eastern Slavonia, and I will report to the U.N. Secretary General that we are ready. Then starts the 30-day demilitarization phase, which is, I think, a key to the equation," Klein said. Questioned whether it could take as much as several months, Klein said "it must take some time: if we want to have multinational forces, we should gather them then integrate them to the Belgian force." "I think we will have it done by March or April," he said, adding that new mandate enabled the U.N. troops to use force. "I don't believe we would enter any sort of conflict with either Serbia or Croatia. But there are militant groups we are concerned about. Speaking on the return of the refugees, Klein said it would be done gradually, in order to protect the rights of all. "We must concentrate on Vukovar. Sarajevo gets all of the world's attention, and we must now draw some of the attention on Vukovar. I have been thinking on an international contest for architects for a new city plan," Klein said.
