Representative for Bosnia, Carl Bildt, said on Saturday the return
of the Serb suburbs around Sarajevo to the Bosnian government was
crucial to the success of the entire peace mission in Bosnia.
"It is very obvious that implementation here in Sarajevo is
difficult, critical and crucial to the entire peace process," Bildt
told a news conference in the Bosnian capital where his office

Bildt announced the creation of a Joint Civilian Commission
for Sarajevo with a representation comprising three Serb officials,
two of the current city authority and two of the Federation, as
well as independent members, and NATO's peace Implementation Force
(IFOR) to discuss all issues relating to the transfer of authority
in the Sarajevo area.
Bildt ruled out ideas of creating a "Mostar model" in
Sarajevo, as floated by senior Bosnian Serb officials few days ago.
He said that his office would be in charge to oversee the
implementation of the overall peace accords, and also to initiate
political measures if the peace process becomes hampered. The
office's third task, he added, is coordination on the economic
reconstruction.
The Office's currently gravest problem was money. Bildt said
he had only 10 million European Currency Units so far which was
"substantially less than half required," but hoped the problem
would be solved.
He said he had no deadline to accomplish the tasks but
expressed optimism saying he was convinced that the situation in
Bosnia-Herzegovina will be completely different in a year time.
"It will take generations to put all the consequences of a war
like this behind," Bildt said recalling that only local people can
create a real peace: "We have come here only to help," he added.
