INTERNATIONAL HELP CONDITIONAL UPON RETURN OF REFUGEES

( Editorial: --> 8118 ) SARAJEVO, 13 Dec (Hina) - The meeting on the implementation of the Dayton agreement, held in Bonn last week, has strengthened the determination of the international community to secure the return of all Bosnian refugees and the fulfilment of this obligation will be insisted on, Deputy High Representative in Bosnia-Herzegovina Hans Schumacher said in Sarajevo on Saturday. Schumacher spoke at the opening of a general convention of the 'Coalition for Return', an association which gathers more than 200 organisations of refugees and displaced people from Bosnia- Herzegovina. Every form of assistance in reconstruction will be made conditional upon the willingness of municipal authorities to allow the unobstructed return of refugees, Schumacher said. The Office of the High Representative has been given the authority to submit to donors a list of municipalities which are willing to cooperate and which can count on assistance, Schumacher said. He stressed the importance of the recently adopted project of return to the Central Bosnia Canton. The return of refugees cannot happen only in one entity. The same pressure which was applied in the Federation will be repeated in the case of Republika Srpska, he said. We will demand from the new Republika Srpska government to take concrete steps in enabling the return of all refugees, he said. Today and tomorrow, participants in the convention will discuss all open questions concerning the return of refugees, as well as an operational plan of return to central Bosnia. Also attending the convention is the international mediator for the Federation of Bosnia-Herzegovina, Christian Schwarz-Schilling. (hina) rm 131804 MET dec 97
