full transfer of authority from the Transitional Administration in the Croatian Danube river area to Croatian authorities, and ascribed the responsibility for this situation mostly to the Croatian government. Annan has proposed that the course of the reintegration of the Danube area be reconsidered by 8 December. Flaws in Croatia's cooperation and conduct in the two past months postponed a decision of the Transitional Administrator on whether conditions were met for the transfer of authority to Croatia, Annan said in a report to the Security Council, released in New York on Tuesday. Croatia made significant achievements in the formal and technical aspects, such as the reintegration of state institutions. In spite of this, its cooperation was less visible
