which happened in western Mostar on 18 September.

MOSTAR, 23 Sept (Hina) - The leading people of the mixed Croat-
Bosniac Interior Ministry of the Neretva-Herzegovina Canton on
Tuesday failed to reach an agreement on the beginning of a joint
investigation into the car bomb blast which happened in western
Mostar on 18 September. #L#
There are some procedural problems which need to be solved,
said Martin Garrod, head of the regional office of the High
Representative in Bosnia-Herzegovina. Garrod said he expected that
the Croat and Bosniac officials would solve those problems in the
next 24 hours.
The main aim of the talks is to start the investigation as
soon as possible and to find out who had committed the terrible
crime, Garrod said.
