Vukovar and Zupanja said on Saturday.

officials at polling stations in Vinkovci, Vukovar and Zupanja

There had been no incidents, but voters from Stolac and the
Ravne-Brcko municipality (north Bosnia, Serb entity) had
protested because they had not been allowed to vote, members of
the electoral committee said.
They added that the electoral process had been hindered by
a large number of illiterate voters who could not read the names
of parties on the ballots, so members of the electoral committee
had to read them for them.
