I cannot understand that Bugojno mayor Dzevad Mlaco did not
respect the agreement signed on 16 December last year, especially
the items 2 and 3 which refer to the election of new members of
the municipal housing commission, which the Croats did not trust,
and that Croat family houses had not been registered so that they
could be reconstructed and refugees could return, Schwarz-
Schilling said.
He asked Moslem authorities in Bugojno to implement the
conclusions by Deputy High Commissioner Gerd Wagner and include
Croat representatives in the housing commission, in cooperation
with U.N. High Commission for Refugees and the Office of the High
Representative.
Asked whether there are Croat houses which are occupied by
Bugojno Muslims who prevent the return of Croats, mayor Mlaco
answered affirmatively. The local authorities are also leasing
Croat commercial facilities, and preventing the real owners to
take over their property.
The situation in Bugojno has to improve, Schwarz-Schilling
said, adding that after he received a report on the return of
Croats to Bugojno, he would propose that the embargo on help for
the municipality be lifted.
