COOK CRITICIZES SLOW IMPLEMENTATION OF DAYTON ACCORD

SARAJEVO, July 29 (Hina) - The British Government strongly supports Bosnia-Herzegovina as an integral country and as a future member of the European family of countries, British Foreign Secretary Robin Cook said on Tuesday at the end of his visit to Sarajevo, but warned that BH officials must do much more to meet their commitments from the peace accord. We expect of BH's neighbouring countries to do everything in order to support its survival as a country, Cook told reporters, adding that the United Kingdom's relations with Croatia and Yugoslavia will considerably depend on this. The British Government has been very disappointed with the way BH officials fulfil their obligations from the peace accord, Cook pointed out. He took exception to the fact that the return of refugees continues to be slow, that to date telephone lines have not been established, that railways or civil aviation do not function, and that a common diplomatic network does not exist. The British Foreign Secretary also criticized the existence of parallel authority institutions, mentioning the Research and Documentation Agency in particular. It would be interesting to know who finances these institutions, Cook said, adding that this is an example which demonstrates the necessity to establish control over public revenue and expenditure, the customs system and trade in BH as soon as possible. The British Foreign Secretary confirmed that during the talks he held today with Bosnian Serb representative Momcilo Krajisnik he did not receive clear promises on the turning over of war criminals, but pointed out that they shall be prosecuted, since this was a condition for permanent peace in BH. The Stabilization Force's action in Prijedor is our confirmation that peace in BH depends on justice being done, Cook said.
