"Exactly the question of its expansion towards the East will show
whether the European Union is able to carry out its tasks. Countries of
Central and East Europe deserve more than to beg to be admitted to the
EU because of their tradition, culture and respect for human rights and
free market," Hapsburg said. Hungary, Croatia and Baltic countries are
equally part of Europe as are Spain, France of Luxembourg, the Austrian
official said.
It is clear that the European Union can not admit all European
states at once, but those who remain outside after the first round of
expansion should be given a clear sign that they are part of the whole,
Hapsburg said.
