BOSNIAN COUNCIL OF MINISTERS NOT INCLUDED IN PREPARATIONS FOR VIEN

VIEN $ NA CONFERENCE SARAJEVO, March 5 (Hina) - Bosnia-Herzegovina's Council of Ministers will not send its delegation to the forthcoming conference on Brcko, scheduled to be in Vienna on March 7. A co-chairman of the Ministerial Council, Haris Silajdzic, said after Wednesday's session of this body that Council members had been neither officially notified of preparations for the Vienna meeting nor invited to participate in it. "Foreign Minister Prlic has received an invitation to participate, from the High Representative's office without consulting the Council of Ministers," Silajdzic said to reporters and added that a strong protest had been forwarded to High Representative Carl Bildt about this act. Silajdzic said the reputation and authority of Bosnian state central authorities were ruined in this way, what international community officials must not do. Wednesday's decision of the Ministerial Council will not put in question the holding of the Vienna conference, as representatives of the two entities are going to take part in it. A spokesman for Bildt's office, Colum Murphy, said today that decisions on two issues very important for the implementation of the arbitration commission's ruling on Brcko, were expected to be taken in Vienna. They refer to the establishment of special police units and their powers and to the appointment of an international supervisor. Murphy announced that ahead of the Vienna conference, in Brussels Bildt would meet an American diplomat, who is a candidate for the supervisor.
