Kosovo plans to restore law and order in its north, Serbia slams it

PRISTINA/BELGRADE, Sept 14 (Hina) - Kosovo Prime Minister Hashim Thaci on Wednesday said that as of Friday the implementation of a plan for the restoration of law and order in northern Kosovo should begin and that this plan was made by the government in Pristina together with the international community's representatives in that youngest European state.

The implementation of the plan will be in compliance of strict rules. The NATO-led KFOR will act in accordance with its mandate. The Kosovo authorities will have command and executive powers. The Kosovo police, customs administration and EULEX will have personnel at their disposal to carry out control, Thaci told a news conference in Pristina.

The PM said that efforts to restore law and order at the border crossings of Jarinje and Brnjak on the Kosovo-Serbia border would not be thwarted by "criminal structures" operating in the north of the country. He accused the Serbian authorities of being behinds those structures.

According to media reports, local Serbs in the north of Kosovo will keep holding blockades on roads towards the border posts in protest against the installing of Kosovo customs agents at Jarinje and Brnjak.

The Belgrade media reported today that top Serbian officials, including President Boris Tadic, had agreed on a series of measures to counter the attempts of Kosovo to put back its customs authorities at the two border crossings.

Interior Minister Ivica Dacic was quoted by the media as saying that the Serbian leadership had met on Tuesday evening to define "preventive" measures to deter serious consequences, adding that those measures were primarily diplomatic and political.

He said the announcement of Pristina to instal its customs officials at those "administrative posts" would trigger off Serbia's reaction so as to prevent new clashes.

The minister said that it was wrong to assume that Serbia would make all concessions in return for being awarded the status of European Union member candidate.

He accused the Kosovo government of trying to occupy the north of Kosovo and "the administrative posts" with the assistance of Eulex and KFOR, adding that the response of the Serbs would be to put up road barricades.

He said that unilateral moves in north Kosovo could spark many conflicts in the region.

On Tuesday, Tadic said that he would request the international community to prevent the installation of Kosovo customs agents on the posts on the border with Serbia.

He said he would contact the EU High Representative for Foreign Affairs and Security Policy, Catherine Ashton, about the developments.
