Representatives on Friday established a commission of inquiry to
determine all facts with regard to "Lisica" (Fox), a plan which
dates back to 1994.
The establishment of the commission was motioned by the
parliamentary bench of the Croatian Social Liberal Party (HSLS),
and was endorsed in written form by 21 representatives. The
decision on the establishment of the commission was reached with 72
votes for and 15 against.
The commission will determine who the "Lisica" authors were and
what their motives were, whether it was the destruction of the HSLS,
or to cause a parliamentary and political crisis in the country, as
recently asserted by the ruling Croatian Democratic Union (HDZ).
The commission will determine whether "Lisica" was connected to the
1994 parliamentary crisis, and what was its connection with the
current events in Sabor, more specifically the resignations of
representatives of six opposition parties on all parliamentary
duties, bar on those they hold as representatives.
The commission will also have to determine the authentic text of the
plan, given that a Friday debate showed the HSLS and the HDZ have two
different texts in their hands.
The HSLS has an anonymous and non-dated text, untitled, which
states the plan will conspiratorially be called "Lisica". Written
in first person, the text speaks about gaining power in a political
party and, the HSLS believes, is of police origin.
The HSLS claims that some people connected with the plan are current
members of the HDZ and perform state duties.
The document at HDZ's disposal bears a date and the signature of
then current HSLS vice president Goran Granic. According to the
ruling party, "Lisica" carries the title "Strategy of HSLS
Political Activity Until June, i.e. September 1994", and envisages
causing early elections and making the opposition win the majority
of the electoral vote.
The HSLS said the "Strategy" document had indeed been written by a
member of the party's leadership at the time, and that the
document's moniker was "Jazavac" (Badger). The plan was an
"innocent political strategy", said the HSLS.
The 15-member commission of inquiries should complete its task
within three months. It includes eight representatives of the HDZ,
four from parties of the "Opposition Six", and three others, one
from the Croatian Party of Rights (HSP), one from the Croatian
Christian Democratic Union (HKDU), and a minority representative.
The chairman of the commission is HDZ's Vladimir Seks, HSP's Vlado
Jukic is deputy chairman, and HKDU's Anto Kovacevic is secretary.
To carry out its task, the commission should question several
current and former members of the HSLS, and if necessary, members of
the HDZ Presidency, given that the "Lisica" plan figures in HDZ's
statement on the opposition representatives' resignations, dated
November 14, 1998.
