KLEIN AND SKLAR WRITE TUDJMAN AND GANIC ABOUT ANNEXES

ZAGREB, Nov 22 (Hina) - Deputy to the International High Representative in Bosnia-Herzegovina, Jacques Paul Klein, on Sunday presented to Croatian President Franjo Tudjman a letter concerning the signed Agreement on Special Relations Between Croatia and the Croat-Moslem Bosnian Federation. The letter, signed by Klein and special US envoy Richard Sklar, stressed that the Office of the High Representative and the US Government believe that "the annexes shall be approved in accordance with the regular and established procedures recognised by each party". Considering the fact that the agreement on special relations signed on Sunday was only a comprehensive frame and areas of special relations between Croatia and the Bosnian Federation, their cooperation will be rendered concrete by annexes which should be adopted by July 1, 1999. The letter, also forwarded to the President of the Federation of Bosnia-Herzegovina, Ejup Ganic, stressed that the Office of the High representative and the United States Government "will assist the parties in the development of the annexes and review them in order to ensure that they are fully consistent with the Constitution of the Republic of Croatia, the Constitution of the Federation of Bosnia-Herzegovina, the Constitution of Bosnia- Herzegovina and the Dayton Peace Accords".
