ELECTION WILL NOT BRING REVOLUTIONARY CHANGES SAYS WESTENDORP

( Editorial: --> 4431 ) SARAJEVO, Aug 18 (Hina) - International High Representative for the implementation of the peace agreement, Carlos Westendorp, assessed on Tuesday it was certain that the forthcoming election in Bosnia- Herzegovina would not result in any revolutionary changes. According to the ONASA news agency, during his informal meeting with the press in Sarajevo on Tuesday, Westendorp said that the elections, scheduled for September 12 and 13, would be "better than the previous ones" and that "the situation in the country will improve but its mentality will not change". As an illustration of his views, Westendrop cited recent polls that indicate that 85 to 90 per cent of BH citizens were not prepared to vote for candidates of nationalities other then their own. The Spanish diplomat confirmed his office had started establishing a commission that would draft a permanent election law for BH and was still looking for staff capable of setting up an election system making the reconciliation process possible. Speaking about the problems concerning the return of refugees, Westendorp singled out their safety, adding it depended crucially on the efficiency of multi-ethnic police. The High Representative announced that soon after the election international representatives would be sent to 20 of the most problematic areas, including Drvar, to co-ordinate measures for the return of refugees.
