MOSTAR AIRPORT TO BE OPENED IN JULY - GARROD

( Editorial: --> 1928 ) MOSTAR, June 17 (Hina) - Mostar civil airport 'Ortijes' could be opened at the beginning of July and not at the end of June as was announced earlier, said Martin Garrod, head of the Office of the High Representative in Mostar. Speaking at Wednesday's press conference, Garrod said the postponement was not of political but technical nature. Kelly Moore, spokeswoman for the U.N. Mission in Bosnia said the Mission was concerned over reports saying Croatia was allowing vehicles without new registration plates cross the border as well as over the prices of new registration plates and driver's licences in Herzegovina-Neretva and Western Herzegovina Cantons, which are higher than was prescribed. Moore also pointed out poor cooperation between the Herzegovina- Neretva Canton interior minister and his deputy, Valentin Coric and Sefkija Dziho respectively. The two officials have been accused of adopting separate plans for the return of refugees, although they were requested to draw up a single plan. Garrod said that members of the canton government were also to blame for the lack of cooperation. The Federation government has granted DM 800,000 for the establishment of joint municipal and federation institutions in Mostar's central city zone, he said. Moore warned about several hundred reports on unprofessional behaviour of federation police officers, adding that police officers and commanders charged with violating regulations will have to be tested for suitability for police work. Garrod and the head of the Regional Office of the OSCE Mission in Mostar, David Foley, reiterated that police had still not arrested a single perpetrator of numerous crimes committed in the Croat- Muslim Federation.
