SARAJEVO, April 24 (Hina) - The international community's High
Representative Carlos Westendorp has rejected any possibility of
revising the peace agreement for Bosnia-Herzegovina and demanded
consistent implementation of the accord already signed in Dayton.
On Friday Westendorp's spokesman Simon Haselock said in Sarajevo
that the High Representative had carefully considered proposals
made public by Bosnian Presidency member Kresimir Zubak's chief of
staff Martin Raguz and other Bosnian Croat officials.
But Westendorp had assessed them as inconsistent with Dayton.
The High Representative reminds those involved in these
discussions that he will continue to insist that the Dayton
agreement remain the only base for talks on borders, entities and
cantonal divisions, Haselock said.
Westendorp's spokesman said the Muslim-Croat Federation as an
entity formally established in Dayton was a responsibility for all
sides.
The High Representative will not support any discussion which would
undermine the peace process, Haselock warned.
On behalf of Westendorp, Haselock sent a message to the initiators
of the debate on revising Dayton that they aim their attention at
parts of the peace agreement which talked about multi-ethnicity,
freedom of movement and the rights of all refugees to return to
their homes in Bosnia-Herzegovina which will be ethnically and
culturally mixed.
Raguz, referring to press articles mentioning the possibility of
new divisions inside Bosnia, advocates for three entities in BH.
The Zagreb daily "Jutarnji list" carried his view that Bosnia's
three constitutive peoples should have three entities tied in a
shaky union. He held that this idea was being discussed "at all
levels".
A similar stance on a union of three republics was carried in an
interview the Zagreb weekly "Globus" had with Bozo Rajic, whose
mandate as the president of the Croatian Democratic Union of
Bosnia-Herzegovina (HDZ BiH) ends in mid-May.
Meanwhile, "Jutarnji list" on Friday carried the views of a local
HDZ official in the central Bosnian town of Jajce who rejected such
a set-up for BH.
Ivo Simunovic - the HDZ branch president of a town which according
to "Jutarnji list" could be given to Bosniaks (Muslims) in exchange
for Bugojno under any new division inside BH - believes greater
attention should be given to resolving individual situations in the
country.
