ZAGREB, April 15 (Hina) - Croatia for now will not be included in the
PHARE programme and for now negotiations are not expected to start
in regards to cooperation agreements between the European Union and
the Federal Republic of Yugoslavia, Bosnia-Herzegovina and
Croatia, The European Commission said in a statement on Wednesday
in Brussels.
The European Commission on Wednesday debated and accepted the plan
of resolutions for realisation of political and economic
conditions included in the regional entry to the EU for Croatia,
Yugoslavia, Bosnia-Herzegovina, Macedonia and Albania.
The final decision based on submitted reports and resolutions will
be made by the EU's Council of Ministers at a meeting in Luxembourg
on 27 and 28 April.
The Commission warns Croatia, Yugoslavia and Bosnia-Herzegovina of
the need to achieve progress in the process of return of refugees
and displaced persons as well as cooperation with the International
War Crimes Tribunal for the Former Yugoslavia (ICTY) in The Hague.
In regards to Yugoslavia the statement says that a constructive and
unconditional dialogue has not been established with Kosovo
Albanians and that a third side has not been included in resolving
that issue.
