ASSESSMENT OF BY-LAW ON FLATS IN DANUBIAN AREA IN PROCEDURE

( Editorial: --> 9657 ) ZAGREB, Feb 5 (Hina) - The Centre for the Direct Protection of Human Rights on Thursday forwarded to the Croatian Constitutional Court a proposal for the initiation of a procedure to assess the constitutionality of the By-law on the leasing of state-owned flats in the Croatian Danube river region. The By-law is discriminatory to citizens "because only those citizens who have obtained tenant rights to flats in the Croatian Danubian area have the legal status of protected tenant and are privileged," the statement said. It is the stance of the Centre that the rest of the citizens of Croatia who had left their homes in other parts of Croatia during the war, but had tenant rights to them, did not have the same status. The by-law was adopted by the government at a session on 22 January, and it became effectual on 27 January. (hina) lm mm 051519 MET feb 98
