CRO DELEGATION ( Editorial: --> 8090 ) STRASBOURG, Jan 29 (Hina) - The fundamental conditions for the return of refugees and displaced persons to Bosnia-Herzegovina are the country's reconstruction and freedom of movement, a representative of the Croatian National Parliament, Zdravka Busic, told a session of the Council of Europe Parliamentary Assembly Thursday. "It is necessary to take very concrete measures for the reconstruction, we cannot stop at promises only", said Busic, adding the international community should establish a "solid plan of actions for the reconstruction" and "provide financial assistance". Freedom of movement depends on the arrest of persons accused of war crimes and on future military presence in BH, she said. "Those responsible for the war and war crimes are still at large", Busic warned.
