ZAGREB, Dec 23 (Hina) - Croatia's Ethics Commission, in charge of monitoring the pre-election campaign and election, on Thursday considered the protest of two associations of the Homeland War veterans concerning the discontinuation of
the broadcasting of the "Hrvatski Spomenar" programme by the Croatian Television. The Ethics Commission said it had recommended to the Croatian Radio and Television to refrain from broadcasting contents which could be "understood as being contrary to the spirit of inter-ethnic tolerance," but this did not mean that some broadcasts should not be aired any longer nor should "Hrvatski Spomenar" be discontinued. The Ethics Commission said it had recommended to the Croatian Radio

Commenting on objections of some political parties that their pre-

the pre-election campaigning in line with the editorial policy and
journalists' ethic code.
Relating to different interpretations of the advice of the Ethics
Commission about the conduct of non-governmental organisations,
the Commission gave an additional explanation that its
recommendation about non-expression of opinions on political
parties and candidates referred to NGOs that have been registered
as independent observers of the election, as the Commission
believed this advice would help restrict their activities to the
stimulation of citizens to go to the polls, read a statement
