ZAGREB, Dec 9 (Hina) - Croatia's Office for National Security (UNS) on Thursday delivered to Hina a statement in which it reacts to allegations in some sections of the Croatian press about illegal procedures on the part of
intelligence services in informing parliament president and acting President of the Republic Vlatko Pavletic. In connection with the matter and in view of correctly informing the public, the statement includes the integral text of a note UNS head Ivan Jarnjak and UNS deputy head and head of the Croatian Intelligence Service (HIS) Miroslav Tudjman forwarded to Pavletic on 27 November. on Thursday delivered to Hina a statement in which it reacts to
allegations in some sections of the Croatian press about illegal
procedures on the part of intelligence services in informing
parliament president and acting President of the Republic Vlatko
Pavletic.
In connection with the matter and in view of correctly informing the
public, the statement includes the integral text of a note UNS head
Ivan Jarnjak and UNS deputy head and head of the Croatian
Intelligence Service (HIS) Miroslav Tudjman forwarded to Pavletic
on 27 November.
The note says, "the UNS, namely the HIS as the umbrella service of
the Intelligence Community, will forward to you (Pavletic)
information relative to national security, namely information of
national interest."
"In order to fulfil this obligation and forward to you documents
marked as secrets of state, we must ensure the same procedure which
is applied in the forwarding of documents to the President of the
Republic, Franjo Tudjman. Documents marked as state and official
secrets we can and have to forward according to the Law on the UNS
and the Law on the Protection of Data Secrecy, and other UNS
regulations. These legislative documents and by-laws stipulate the
procedures of forwarding, dealing with, saving, using, keeping,
and returning documents to sender.
"In order to be able to begin forwarding to you those documents, we
would like you to give the following directive to your cabinet:
a) to inform us which persons will receive and save documents marked
as state or official secrets, so that the SZUP (Service for the
Protection of the Constitutional Order) may perform security
check-ups on them, in case they have not been already done;
b) that the documents cannot be taken outside official promises,
and that they must be saved in safe-deposits:
c) that the documents cannot be copied and declassified without
sender's consent;
d) that upon the expiry of the mandate of the institute of temporary
replacement of the President of the Republic, all documents must be
returned to sender.
"Immediately upon reception of a response from your cabinet, we
shall begin forwarding to you all documents which are addressed to
the President of the Republic," the note says.
Today's statement also comments on allegations that Pavletic was
being denied information, namely that he was being given "cut"
information while President Tudjman's advisers were being given
"extended" versions of the same information.
The statement says the information forwarded to the President of
the Republic, the president of the Croatian National Parliament,
who is temporarily standing in for President Tudjman, and to the
head of the UNS was identical.
The information forwarded to President Tudjman is not available to
any staff member at the President's Office, his advisers included,
but is saved unopened by the President's chief-of-staff, the
statement says.
It concludes by saying that to ascribe any other significance to
UNS' work except its regular activities is incorrect and
tendentious.
