"In all countries attempting to make the difficult transition from communism to democracy, the U.S., other western governments and foundations commonly provide assistance to NGOs and political parties committed to advancing democratic principles. This is the case in Croatia. These groups operate completely in the open and information on all of these programs is publicly available." Rubin believes the attacks appear to be an effort to divert the Croatian public debate, in a pre-electoral period, from the issue of chief public concern. "We urge those responsible to re-focus on those issues and to repudiate such counter-productive allegations," Rubin concluded. (hina) rml
