This stance was endorsed by deputies during the 44th session of the
House of Representatives on Wednesday after Mato Arlovic of the
Social and Democratic Party (SDP) demanded that the Standing Orders
be respected and that prior to rather than not during a debate, the
opinion of the committee be presented to MPs.
A draft Constitutional bill, sent into the urgent procedure by a
fifth of MPs, requires the stance of the basic working body
(committee), Arlovic explained.
Vladimir Seks of the HDZ opposed this saying that the opinion of the
Committee, that is to convene at 02.00 pm today, will be forwarded
to the lower house during the discussion just as the opinion of the
House of Counties.
Jozo Rados of the Croatian Social and Liberal Party (HSLS) also
pointed to the violation of the Standing Orders. "It will be the
violation of the Standing Orders if we commence the discussion
without the committee's stand," Rados said.
The quality of the discussion will not depend on the committee's
stand. We are in a time crunch and "a possibility of a
Constitutional crisis" is hanging over us, said Zarko Domljan who
chaired the session. He requested MPs not to insist on the
postponement of the discussion to await the committee's stance.
However, Domljan finally asked Seks, who is the committee's head,
to decide whether he would promptly convene the session. Seks
eventually did so.
A discussion was provoked by a demand uttered by Djurdja Adlesic
(HSLS) on behalf of the Opposition Six, that Croatian Prime
Minister should inform the lower house of the state of health of
Croatia's President Franjo Tudjman.
She backed her request by the Government's authorities specified by
the Constitution's Article 97 and concerning reports by the media
on Tudjman's condition.
Vladimir Seks opposed it as well. For President's dignity, the HDZ
maintains that Premier should not give any information, he added.
The HDZ member described this demand and the request for the
postponement of the discussion on the draft Constitutional bill as
attempts "to obstruct efforts to start solving the important job."
The chairman Domljan said he would relay Adlesic's request to the
Sabor's President and it is up to Pavletic to decide whether to meet
this demand, Domljan explained.
