The Congress will be divided into four forums, of which the first will deal with the main topic, namely the expansion of the European Union (EU). The other forums will tackle issues relative to the EU expansion process, primarily its economic and financial aspects, as well as problems faced by youth in Europe, and the media. According to a statement from the Croatian Foreign Ministry, on the first day of the Congress, Sanader will outline Croatia's position regarding the expansion of the EU.
