ZAGREB, Sept 9 (Hina) - The Croatian Government on Thursday
expressed satisfaction with the results of the National Employment
Programme.
The Government also entrusted ministries to propose additional
incentives for the employment of young people.
The programme has so far included 22,546 persons and it is estimated
that a total of 33,000 persons will be included in the programme by
the end of this year.
In the 13 months of the programme, 9,998 persons were given jobs. A
programme of loan-granting included 10,530 and a programme of
public works 2,018 persons. Just above DM51.4 million have been
invested into the five programmes which are being conducted by the
Croatian Employment Bureau.
There are currently about 318,000 unemployed persons in Croatia.
The unemployment rate is 18.9 per cent, but Labour and Welfare
Minister Joso Skara says according to international methodology,
the rate would be 12 per cent. Research also shows that 19.8 per cent
of unemployed people are black labour and that 24 per cent of them
are not seeking jobs, Skara said.
The head of the Croatian Employment Bureau, Sanja Crnkovic Pozaic,
warned about the problem of surplus labour in some companies. More
than 13,000 people have registered with the Employment Bureau, she
said, suggesting the Bureau should be informed in advance about
plans to lay off workers, so that it could prepare.
The Government today requested an additional programme of
employment incentives. Minister Skara announced measures for
employing job-seekers in the state administration, local
administration and self-government, and this could also be applied
to public and privately-owned companies.
Ministries have been entrusted with preparing legal changes within
15 days so that those who have temporary or occasional additional
jobs be enabled to pay their own contributions for health and
pension insurance.
The Ministry of Justice has been entrusted to, within the same
deadline, prepare changes to the Law on Offences so that labour
inspections could fine employers who are employing black labour.
