At the same time, the Security Council's chairman, Namibian
Ambassador Martin Andjaba, forwarded to all Council members a
letter by the president of the International Criminal Tribunal for
the Former Yugoslavia, Gabrielle Kirk McDonald, in which she states
that Croatia is not cooperating with The Hague-based Tribunal, and
therefore requests the Council's intervention.
Croatian Ambassador Ivan Simonovic today requested that the
Croatian government's standpoints be forwarded to Council members,
in line with standard procedure.
According to unofficial reports from the UN, the Security Council
most probably will not discuss McDonald's letter before September
6, a U.S. national holiday. Another reason which has been mentioned
for the delay is the regular monthly rotation of the Council's
chairman. Ambassador Andjaba should be replaced by Dutch Peter van
Walsum on September 1.
Also possible is that after the initial, informal consultations,
the Security Council leave the main debate to the ambassadors of
Contact Group member-countries.
Nobody offered to be more specific about the Council's conclusions,
however it is to be expected they will be made known in the form of a
press release or presidential statement, and not a resolution.
There is no doubt at the UN however that Croatia will be given an
unambiguous call to fully cooperate with The Hague Tribunal, and to
settle possible disputes on the Tribunal's jurisdiction through
legal course.
