Parliament a report on the implementation of the Amnesty Law,
Justice Minister Zvonimir Separovic said during question time at a
session of the Croatian National Sabor's House of Representatives
on Tuesday.
There is no statute of limitations for any crime and all those who
committed crimes have to answer for them, Separovic said commenting
on a request by Milan Djukic (Serb National Party, SNS) for him to
explain his statement given in the eastern Croatian village of
Berak, where a mass grave has been discovered.
Separovic said he had visited the village, where a group of elderly
women, mostly mothers and widows, were staging peaceful protests
every day, carrying the pictures of 29 missing Berak residents.
"They were civilians, killed and thrown who knows where. They (the
protesters) are demanding that Serb residents in Berak tell them
where the graves are and who committed the crimes. During my talks
with the State Attorney, I suggested that investigations be
launched into those crimes", Separovic said.
He also announced that before the end of this month, a request would
be sent for the extradition of a priest Momcilo Djujic, who
committed war crimes in southern Croatia during World War II.
There are more than hundred witnesses and all necessary documents
have been gathered, the Justice Minister added.
Several questions by the MPs referred to illegal activities in
economy and banking. The Interior Ministry has set up a commission
to investigate where the money which had been sucked out of some
companies had disappeared, Interior Minister Ivan Penic said,
adding the Ministry has established contact with the Interpol and
many business banks in the world.
We believe that we have managed to discover where part of the money
had gone in cases concerning the Dubrovacka Banka and the Glumina
Banka. Both the Interpol and international financial institutions
are willing to help us, but sometimes things were done in such an
"imaginative" manner, that it will take time to establish the
facts, he added.
Economy Minister Nenad Porges did not agree with the assessment by
Damir Kajin (Istrian Democratic Assembly, IDS) that the Croatian
shipbuilding industry was facing collapse. He recalled that in
1992/93, the order books of Croatian shipyards were practically
empty. Today, he said, nine ships are being built in five large
shipyards, and the contracts are worth US$500 million.
Answering a question by Marin Jurjevic (Social Democratic Party,
SDP), Premier Zlatko Matesa said along with a decision on the
financial rehabilitation of the "Slobodna Dalmacija", the
Government had also ordered the company's management to file suits
in cases of transactions which were not in the company's interest.
He added that there was a possibility for a large part of the funds
to be reclaimed.
Companies performing construction works on the motorway Gorican-
Zagreb will receive payments, Matesa announced.
The crisis in the Croatian health system is a cyclical one, and the
basic problem of the sector is that is spends more than the state and
economy can provide, Matesa said answering a question by Dino
Debeljuh (IDS). The Health Ministry and the Croatian Institute for
Health Insurance (HZZO) are working on the reorganisation of the
health system and they will present their activities to the
Parliament in a couple of months, he added.
The Government supports a possible consensus on the election law
because it would benefit all parties on the political scene, but
primarily Croatia itself, because it would eliminate the current
perception of Croatia as a country with poor democracy, Matesa
said.
