SARAJEVO, May 13 (Hina) - The Party of Democratic Action (SDA) of Bosnia-Herzegovina bears direct responsibility for the failure of negotiations about the new organisation of the Zepce municipality in central Bosnia-Herzegovina, which
have been taking place for fur and a half months under international mediation, Deputy High International Representative for Bosnia-Herzegovina, Simon Haselock, said in Sarajevo on Thursday. He said the SDA leadership was responsible for the fact that the prepared document on solving the status of Zepce was not signed as had been expected. The document envisages an expansion of the municipality territory with several Croat villages, but also the full integration of Zepce into the Zenica-Doboj Canton with a Bosniak (Moslem) majority. Haselock described the conduct of the ruling Bosniak party as incomprehensible, adding the meaning of the agreement was to eliminate parallel structures

and a half months under international mediation, Deputy High
International Representative for Bosnia-Herzegovina, Simon
Haselock, said in Sarajevo on Thursday.

The document envisages an expansion of the municipality territory
with several Croat villages, but also the full integration of Zepce
into the Zenica-Doboj Canton with a Bosniak (Moslem) majority.
Haselock described the conduct of the ruling Bosniak party as
incomprehensible, adding the meaning of the agreement was to
eliminate parallel structures of authority, to establish a multi-
ethnic police force in Zepce and to establish executive bodies of
authority in a 50:50 ratio between the Bosniak and Croat sides.
