Friday presented changes to the Law on Health Insurance to the
Croatian National Sabor's House of Representatives.
A bill on changes to the current Law on Health Insurance has been
sent into parliamentary procedure by the Government, as part of a
programme for solving the problem of illiquidity.
According to the bill, if persons who are running private business
and paying health contributions on their own fail to pay those
contributions regularly, they have the right to urgent medical help
only.
According to the current law, this regulation refers to all
employees whose employers are not paying health insurance
contributions, Reiner said. However, several months ago, the
Constitutional Court ruled that the regulation was unacceptable,
because employees cannot bear the consequences of something their
employers are responsible for.
According to the proposed changes, "the limitation of medical care"
refers only to those persons who run private business and pay health
insurance contributions on their own but are not fulfilling their
financial obligations regularly.
The Sabor's Committee for Labour, Social Policy and Health
supported these changes. It also requested the Government to inform
the Lower House at its next session about the implementation of
conclusions on securing funds for covering debts in the health
system, adopted by the Lower House.
The Lower House continued the session with a debate on changes to
the Law on Health Insurance.
