engagement in the establishment of permanent and just peace in
Bosnia.
He pointed out Bosnian Croat representatives were not responsible
for the increasing frequency of actions lately undertaken by non-
government organisations within their democratic rights.
Gelbard said the U.S government was willing to assist Bosnian
Croats in exercising their rights and achieving a position equal
with Bosnia's two other peoples.
Gelbard regretted that the Bosnian Muslim side was blocking the
ratification of a special relations agreement between Croatia and
Bosnia's Croat-Muslim Federation.
