for the protection of human rights and freedoms.
Giorgio de Sabata, representative of the Council of Europe's
congress of local and regional authorities, said that out of the 40
Council of Europe states, ombudsmen were present in 22, while 17
countries did not have that institution. Italy has local and
regional ombudsmen but not a state ombudsman.
Croatia is making serious efforts to respect standards of human
rights protection, Sabata said.
