probe into the circumstances of creation of the "Fox" plan on
Wednesday failed to agree on the basis for its work.
What members of the commission failed to agree on at today's
preparatory session is whether the basis for further discussion
should be solely a text, entitled "Fox" - which is proposed by the
Croatian Social-Liberal Party, or both the text and a document on
the strategy of HSLS's political work, signed by one of the former
HSLS leaders, Goran Granic - which is being demanded by the Croatian
Democratic Union (HDZ).
The commission did though accept a proposal by its president
Vladimir Seks, for the matter to be discussed at a meeting of HDZ
parliamentary bench representatives and the "Opposition Six" on
Monday.
In November last year, the HSLS requested the establishment of a
parliamentary commission to carry out an investigation into the so-
called plan "Fox" (from 1994), claiming that it was directed at
breaking up the HSLS (which was at the time the strongest Opposition
party) and the recall of the then HSLS president Drazen Budisa.
The plan is an unsigned 11-page text, written in the first person
singular, published in the pre-election year of 1994.
Besides that document, there is a text by Goran Granic, one of the
then HSLS leaders, entitled "The Strategy of HSLS's Political
Work", also known under the name "Badger".
The latter text contains, besides completely legitimate political
means for calling early elections, also elements on the destruction
of the HDZ, said the commission president Seks.
According to Seks, it was stated in the text that the aim was to
"simulate a crisis in authority and foment division within the
HDZ".
The purpose of the commission of inquiry is to disclose the makers
of the "Fox" plan and uncover its original text, as well as to
establish whether it is linked with the 1994 parliamentary crisis
and how it is related to the current events in the National Sabor.
The 15-member commission should complete the investigation within
two months.
