Attending the Zagreb Summit will be 15 heads of state and government of EU member-countries, the highest delegations of countries covered by the Agreement on Stabilisation and Association - Croatia, Bosnia-Herzegovina, Macedonia, Albania and Yugoslavia, and a Slovene representative.
