society benefits from but that general benefit in Croatia has not
been accomplished yet, Environmental Protection Minister Bozo
Kovacevic said at the opening of a three-day international seminar
on waste management, in Zagreb on Wednesday.
Speaking about the national strategy of environmental protection,
Kovacevic said the main priority was waste management. In that
regard, he announced the drawing up of a list of priorities and
legal regulations. However, the success of this strategy will
depend primarily on the units of local self-government and
citizens. Local self-governments will have to reorganise their
waste disposal sites by the end of 2001, Kovacevic said.
Vice Premier Goran Granic said waste management was "an issue which
reflects the relationship toward civilisation achievements."
Adopting legal changes is easy, but it is difficult to change
oneself and one's behaviour, Granic said. Croatian authorities and
citizens have so far failed to recognise that duty and thus define
Croatia as a modern society, Granic said.
Attending the seminar on waste management are more than 300 experts
from 15 countries. The seminar is held under the sponsorship of the
Ministry of Environmental Protection and Zoning and the Zagreb City
authorities. During the next two days, the seminar will tackle
waste disposal problems, modern methods of reorganisation of waste
disposal sites, waste recycling and the latest achievements in the
treatment of waste, especially of hazardous waste materials.
