Counties on Wednesday adopted a conclusion asking the government
for urgent measures with the international community aimed an
ensuring the implementation of the Dayton Agreement and the
prevention of side-tracking it, especially with regard to
electoral regulations to be held in Bosnia-Herzegovina in
November.
Dissatisfied with the attitude of the Croatian government towards
Croats in Bosnia-Herzegovina and the fact that it had not forwarded
a protest note after violations of the Dayton Agreement but only a
non-paper which did not have the necessary gravity, MPs adopted the
conclusion with most votes.
The conclusion was motioned by the House's Committee for National
Security and Foreign Policy, and the discussion on the
implementation of the Dayton Agreement was instigated by members of
the Croatian Democratic Union (HDZ) party, which has a majority in
the House.
During individual speeches, MPs agreed the interests of Bosnian
Croats had to be protected, as the new electoral regulations, they
said, jeopardised the sovereignty, constitutive quality and
equality of the Croat people in Bosnia-Herzegovina.
A member of the HDZ, Jure Buric, warned about the unfavourable
position of Bosnian Croats who, he said, are being treated as "a
folklore group" and expressed dissatisfaction with the fact that
television cameras were not present during the Upper House session,
considering the great importance of the subject.
According to him, the electoral regulations imposed by the
Organisation for Security and Cooperation in Europe (OSCE) allowed
Bosniak members of cantonal assemblies o elect 19 Croat
representatives into the Bosnian Federation parliament's House of
Peoples, out of a total of 30, while Croat members can influence the
election of only four of a total of 30 Bosniak representatives.
Concluding the work of the Upper House for today, MPs adopted
amendments to the law on medications which should make available
the cheapest medications on the market.
