The Croatian Embassy in Bosnia-Herzegovina on Wednesday sent a
Croatian government non-paper to officials of the Office of the
High Representative (OHR) in Sarajevo and the OSCE in Vienna,
asking for an explanation of changed electoral rules for Bosnia-
Herzegovina, relating to the election of representatives into the
House of Peoples of the Bosnian Federation.
"Croatia will not discuss formally with the OSCE permanent council
about the non-paper, nor will dramatic sessions be held," Nobilo
told Hina.
"We are going for a silent dialogue with the chairing country and
OSCE member-countries," he added.
Nobilo asserted the document served to defend some principles, and
did not align with any one party in Bosnia-Herzegovina.
"Croatia does not change its policy and wishes to be an active
partner. It is necessary for Croatia to be a constructive partner,
which is also our constitutional obligation towards Croats in
Bosnia-Herzegovina, Nobilo said.
The OSCE Provisional Electoral Commission in the country reached a
decision on October 11, in line with which members of the federal
Parliament's House of People's would be elected in the future by all
members of cantonal assemblies.
