OSCE WILL NOT OFFICIALLY DISCUSS CROATIA'S NON-PAPER

ZAGREB, Oct 25 (Hina) - The permanent council of the Organisation for Security and Cooperation in Europe (OSCE) will not officially discuss a diplomatic non-paper it had received from the Croatian government regarding new electoral regulations in Bosnia-Herzegovina, but will hold a "silent dialogue" on the issue, Croatia's ambassador at the OSCE, Mario Nobilo, said Wednesday. The Croatian Embassy in Bosnia-Herzegovina on Wednesday sent a Croatian government non-paper to officials of the Office of the High Representative (OHR) in Sarajevo and the OSCE in Vienna, asking for an explanation of changed electoral rules for Bosnia-Herzegovina, relating to the election of representatives into the House of Peoples of the Bosnian Federation. Nobilo asserted the document served to defend some principles, and did not align with any one party in Bosnia-Herzegovina. "Croatia does not change its policy and wishes to be an active partner. It is necessary for Croatia to be a constructive partner, which is also our constitutional obligation towards Croats in Bosnia-Herzegovina, Nobilo said. The OSCE Provisional Electoral Commission in the country reached a decision on October 11, in line with which members of the federal Parliament's House of People's would be elected in the future by all members of cantonal assemblies.
