ZAGREB, Oct 11 (Hina) - The Croatian government will meet on Thursday to discuss the prospects of Croatian-Yugoslav relations given the election results and the post-election situation in Yugoslavia. Also on the agenda of tomorrow's session are preparations for the next tourist season and a draft programme on the renewal of Rijeka's 'Jadrolinija' shipping company's fleet. Members of the government will voice their opinion about a draft on initiating proceedings for the signing of a memorandum on financing between Croatia and the European Union. The government will also voice their opinion on a proposal by the Croatian Democratic Union (HDZ) on a vote of no confidence in Prime Minister Ivica Racan and Interior Minister Sime Lucin. In its draft, which last week was included in the agenda of the lower house, the HDZ bench claims Prime Minister Racan has violated the Constitution when he said, while commenting on the Gospic arrests, that he did not believe "anyone normal in this country will protest against the arrest of war and common criminals." This statement directly encroaches upon the judicial authority, the HDZ believes. The issue of confidence in Minister Lucin was prompted by Lucin's "unlawful statement that one of the arrested has confessed something about the committed war crimes." Five persons, suspected of war crimes against Serb civilians in the Gospic area in 1991, were arrested in Gospic in mid-September. The Rijeka County Court has been conducting investigative proceedings against the five men. (hina) jn rml
