signed a memorandum on understanding on Tuesday night.
The memorandum sets a deadline of a month within which special
agreements are to be signed determining financial and other
obligations of the two entities' budgets to the District's budget.
The signatories were Edhem Bicakcic, deputy premier of the Croat-
Moslem entity of Bosnian Federation, Ostoja Kremenovic, vice
premier of the Bosnian Serb entity of Republika Srpska, and Mayor of
the Brcko District, Sinisa Kisic, with the District's
international supervisor, Garry Mathews, as a witness.
The governments committed themselves to help solve the issue of the
exiled and fled residents of Brcko in line with Annex 7 of the Dayton
Agreement, mine-clearing, economic development and maintenance
and reconstruction of infrastructure of the area.
The entities will participate in solving the issue of pensioners,
health insurance and problems within the public sector of former
administration in the District.
The District will promote the two entities' economic interests
through various forms of cooperation and joint investments.
The memorandum makes it possible to form the District's budget
according to the needs of its residents, Bicakcic said after the
signing.
The Brcko District is in a position when the two entities'
governments must get involved in the realisation of its further
strengthening, in line with an arbitration decision and the
District Statute, Kremenovic said.
Kisic assessed the memorandum would be a beacon for the further work
on implementing the Brcko District.
