ZAGREB, Sept 12 (Hina) - OSCE Parliamentary Assembly's head, Adrian Severin, on Tuesday expressed doubt that the forthcoming elections in Yugoslavia (Serbia/Montenegro) would bring democratic changes and lead to the fall of the Milosevic regime.
