ZAGREB, Sept 8 (Hina) - The Council of Europe Monitoring Committee,
at Friday's session held in Paris, endorsed a draft proposal on the
cancellation of permanent monitoring of human rights in Croatia,
representative of the Croatian National Parliament to the Council
of Europe Parliamentary Assembly Mirjana Feric Vac told Hina.
"Adopted today were preliminary draft resolution and
recommendations which will bring to an end a procedure of permanent
monitoring," said Feric-Vac.
She said the proposal was unanimously supported and members of the
committee positively assessed Croatia's progress in the field of
human rights.
The Council of Europe Parliamentary Assembly should endorse the
resolution and recommendation at a session scheduled for September
26.
"One painstaking process is over," said Feric-Vac when asked to
comment on the end of the monitoring process which was implemented
at the time of Croatia's joining the Council of Europe, 1996.
Of a total of 21 obligations, which Croatia took over when it joined
the Council of Europe, the new Croatian Government is still to
complete the abolishment of discriminating laws on the return of
refugees, the improvement of cooperation with the International
Criminal Tribunal for the former Yugoslavia, the transformation of
the Croatian Television into a public television and amendments to
the Constitutional Law on ethnic groups and rights of minorities.
After the cancellation of the permanent monitoring, a so-called
post-monitoring dialogue is to take place, which is standard
procedure. The Czech Republic, Latvia and Estonia are currently
undergoing the post-monitoring dialogue.
