experts, commissioned by U.N. Secretary-General Kofi Annan to analyse U.N. peace operations, suggested in a report. Experts from ten countries warn that blue helmets have to be armed and trained in order to be able to defend themselves and carry out their duties. They also concluded that some mandates, especially in Bosnia-Herzegovina and some African countries, do not distinguish between the victim and the aggressor due to the U.N. peace forces' insistence on impartiality.
