purposes have been curtailed and now there are not enough of them,
but I believe the situation will improve, Mesic said after a
ceremony of awarding diplomas to students at the Croatian war
school "Ban Josip Jelacic".
Mesic ascribed this state of affairs both to the personal liability

Asked to comment on the escape of conscripts from the military
barracks of Pula and problems in vaccination of soldiers at the
barracks of Borongaj, Mesic said some military barracks have better
and some worse conditions and this affects the discipline of
troops.
Commenting on recent events in Pula, Mesic stressed this was not a
case of desertion, but he viewed it as response of conscripts to a
certain situation they were experiencing. Croatian President said
it would be established who was right and who was wrong, and added
that nobody justified the conduct of Pula soldiers.
In this context, Croatian President said he did not ask for reports
on the developments in the military barracks but others had
informed him of the events.
Mesic said the Croatian Army was being re-organised in order to
achieve high standards of NATO, whose member Croatia would like to
become. This is not an easy goal to accomplish but we are trying and
legal frameworks are being drafted, he added.
